You are asking this question on a list for Users of Open Office, as opposed to righting to the developers of Open office.

Most on here are a friendly bunch, and a few developers do read this list.

In relation to your questions

YES and YES

YES Open Office will read most MS Excel documents, correctly, there are the odd few, where you have used esoteric filters or self created macros that Open Office will struggle to display properly. So the motto should be KISS ( Acronym - Keep It Simple Stupid ) Use the basic features of MS Excel, and don't use self created macros, and your efforts will be fully readable, savable and writeable in Open Office.

YES Open Office, is a free download, obviously the developers would like a donation towards their efforts, but it is not essential. Open Office, is linked to Sun Micro systems, a well respected commercial Software/Hardware developer.
