When you create the document, File / Save As and check "Save With Password". IIUC, this is only available if you are saving in Open Document or OpenOffice 1.0 formats, not StarXxx or MS Office formats.

I believe you are also not able to open documents with OOo that were created in MS Office and saved with a password. To retrieve this data, if you no longer have MSO, download and install the MS Word/Excel/Etc Viewers from Microsoft*. This will let you open and view MSO documents, but not edit them. Then you can select and copy data and paste it into an OOo document (or other program, I suppose).

* MS has viewers for Word, Excel, Visio, PowerPoint, and a snapshot viewer for Access. And possibly others.
