This is what happens when a proprietary format has to be used.
There is no way for other software programs to match all of the
characteristics of the format.
There is no easy answer to this if one even exists. Perhaps a
demonstration of the difference in protection between MS Office and
OOo might convince them of the "need" to install OOo to better
protect their files. i.e., show them how easy a password protected MS
Office file can be opened vs. the almost impossibility to open a
password protected OOo file. Seeing is believing in many cases.
