If you are adding one color at a time, then yes.

You have a display of most of the 24 bit colors that modern monitors
can display.

For adding ten+ at a time, by manually editing the file, you need to
know the hexadecimal value of the color you are adding.
I'm adding the Crayola crayon colors today. If nothing else, they
are a nice change from the predictable SVG/X-11/heraldry/web safe 216
/Netscape 15/ really web safe 22/colors that I already have.
