Question for you to answer.  When you open a blank writer document and
enter some text, highlight some of it, right click and select Character
from the context ment, what language is set on the Font tab? From your
description, I would guess it is something other than en-GB.

You should also check that Tools > Options > Language settings > Writing
Aids > Options has "Check all languages" enabled.
