No, the site says "Required File Access Tool: Microsoft Access". That's the usual crux with people knowing only their MS universe: You can open dBase files with MS Access, so it must be that you need MS Access to open them, right? Wrong. dBase is a (historic, nontheless wide-spread) database format. Since it's pretty simple, there are zillions of applications able to read/write them. Amongst them, Microsoft Access and OpenOffice.org Base.
