No, the Windows archive should install to:

XP Home, XP Pro, 2000 Server, 2003 Server.

It may be that the Windows installer needs to be updated/replaced.  I have run 
into this problem with 2003 Server and some of the programs that I have to 
evaluate (outside of OpenOffice.org.)

I recommend going to the Microsoft updates site and looking up Windows 
Installer Update.
