I've opened issue 69424 for this problem.  I've marked it for all
platforms and operating systems.

I've also marked that this does exist in 2.0.4 which is what I am
testing right now.

You have probably seen this already but they modified 69424 because 44244 already existed regarding Circles and Ovals.

So, yes, it is a known issue that some toolbars are listed in Customize but can't be added through View > Toolbars.
