So, yes, it is a known issue that some toolbars are listed in
Customize but can't be added through View > Toolbars.

I found the toolbar and it is embedded into the Drawing toolbar at the
bottom of the screen.  I will update issue 44244 as the menu at the top
of the screen stays set for arrows and should change to Circle and
Ovals.  It should also change to Rectangles when that item is chosen if
there is such a menu.

You have Circles and Ovals embedded on the Drawing toolbar? I don't see it. I have Curve, Connector, Lines and Arrows, Basic Shapes, Symbol Shapes, Block Arrows, Flowcharts, Callouts, ans Stars as embedded toolbars.

OOo 2.0.3 on Windows 2000 (both portable and... uh... not :) )
