It seems like an operating system issue. You seen to be using windows XP, but I'm not sure. The next set of instructions assume that.
When that list is displayed, there should be a check mark that read something like "open this kind of file always with this program". Please, check it. Afterwards the file will be automatically open with openoffice.
If you can't check that, or if it doesn't work, check that your account has administrative rights. You can also try to disable antivirus or antispyware software while you do it, as this kind of software sometimes prevents changes to the registry. And finally check that you have no spyware.
That is annoying, as is the fact that stuff I email to people as attachments do not work.
A ugly and very inconvenient workaround will be to save the attachment to the hard disk and double click on it. You will be able to open it by selecting openoffice in the list.
