You can try starting the wizard manually by searching for the following file (under the folder where you have OOo installed) - "DicOOo.sxw"

I have OpenOffice.org 2.03 Windows English version installed under Windows 2000, and I am trying to install new dictionaries. However, the wizard doesn't seem to work since nothing happens when I click on it. Without this dictionaries, I can only work in English, but not in Spanish, Catalan or French.
