If you just wait for volunteers to do something, this will be the result. 
Could someone tell us what the organisations that deal with the disadvantaged 
are doing to help themselves scratch their own itch? That is the usual way to 
get things moving in the FOSS community. Surely, there must be some pressure 
groups, charities, government departments etc. sufficiently concerned about 
accessibility, that the relatively small amount of funding could be got 
together to employ a couple of programmers to make significant inroads into 
this issue. Once the principles are in place, the rest will follow by example 
when maintaining the product.
