If someone wanted a text watermark, create it in OOo Draw as you
stated. In doing so, The font color can be set so that it already
appears to be faded. This can be done by using one of the lighter
font colors or creating one. Then exporting as a *.png file is all
that is necessary before inserting this graphic in the background.
As far as transparency is concerned, there is no discernable
difference below 50%. 60% and above show a viewable difference. But I
would not use this unless it is an actual graphic rather than just
text.
