You are right about how it works, but you can draw it that way in the first place, without going through such extremes; OOo includes transparency.

Note that, if you want every page in the document to have the watermark, you are /much/ better off using the watermark feature in your printer driver, if you have one, and if it will do the job adequately. On some printers, printing will be about ten times as fast.
