There are two answers.

First NO!  OOo does not lock you in (i.e. there are other Suite vendors who 
can open and save OOo docs), charge you a monopoly tax, or force you to 
upgrade and retrain against your will.  As a matter of fact OpenOffice.org 
(OOo for short) will not even charge you, your employer, or your friends for 
using it!  How's that?  It also doesn't force you to run Micro$oft Windows!  
You can run Windows, Linux, Sun Solarace (sp?) , and Mac (however there's 
another OOo App that I can't remember that runs better on a MAC)!

Second, YES!  It does open MS Word .DOC, Excel .XLS, and powerpoint .ppt files 
with some formatting issues of course. (any time you cross from one vendor to 
the next with proprietary file formats like MS involved you'll have issues).
