AFAIR such message can appear if there is no program associated with
a particular file type. Note that this is a message of your operating
system and not of OpenOffice.org

It is not part of OOo nor can be obtained via OOo.

Please convert those .xlw files to regular .xls files using MS-Excel,
after that you should be able to load the .xls files in OOo.
