Where you trying to upgrade an excisting OOo-installation on windows?
Then check if you shut down the quickstarter before you started the
installation.
Further, I don't think you contributed 32 dollars to openoffice.org but
rather to someones pocket that charged you 32 dollars to send you a CD
with OOo on it.
