You don't tell us which Operating System you are using - Windows, UNIX, Linux, 
MAC, other - which? You must also tell us the version, for example Windows 25 
or Ubuntu 9.7 Linux or whatever.

How many other people use your computer? If you are the only user then you are 
the system administrator. Or possibly somebody within your company if it's a 
company computer installed by the IT department or equivalent. If other people 
use it then perhaps one of them is. We can't tell you.

As a matter of fact, this is a known problem with (I believe) older varieties of OO.

Unfortunately, since I have not had any personal experience, I do not remember the exact solution.

I suspect it is in the FAQ on the OpenOffice web-page, having come up so frequently. It has nothing to do with fetching system administration, unless, perhaps, as Harold suggests, you are on a company computer.
