I had exactly the same problem with a canon imageware application.
we use tbird as the email client, and the send to email was not working
for one user, but was ok for the others.
reinstalling tbird and setting as the default email client as
administrator fixed it.
its a windows problem, not oo. and you can probably find the solution
doco on m$ site or mozilla site, as I did.

File > Send > Send Document as E-mail
That's exactly what isn't working.
