It is safe to rename the file in your "user" directory which will be in
a path such as the following:
C:\Documents and Settings\<user>\Application
Data\OpenOffice.org\<user>\registry\data\org\openoffice\Office\Common.xcu
OR:
C:\Program
Files\OpenOffice.org\<user>\registry\data\org\openoffice\Office\Common.xcu
In each case <user> is the name of the user.
As the FAQs page states:

*Note:* There may be shared files called Common.xcu under paths, such as
the following:
C:\[some path]\OpenOffice.org\share\registry\......
*Do NOT delete these shared files!

You only have two files. Rename one and leave the other alone. One has
a user name in the path. The other does not; instead, it has a folder
named "share".
The reason for renaming rather than deleting is that, if the problem is
not fixed by the creation of a new file, you can retrieve the old data
by changing the name back to what it is now.
Rename it to something like common.xcu.old.
