On my Windows XP system with OOo 2.0.4 it's Format>*Character*>Font Effects and then
choose Small capitals from the drop down list labelled "Effects".
Or Format>Styles>Character Styles>Drop Caps where "Character Styles" is
achieved by clicking the second icon from the left in the top row of icons, the first being
Paragraph Styles.
So it's a character thing rather than a paragraph thing.

Not the same thing, Harold. We're talking about an Initial capital
letter that is much larger than the rest of the line, and drops below
it, as in some fancy, older, decorated manuscripts.
