Fred, I believe you are wrong on this issue.
You can not charge for the software itself, i.e. sell someone a license
to use the software, because you don't own the software.
You can charge whatever you want for your services: media, installation,
printed docs: whatever time, effort or materials you contribute from
your own resources.
At least that is my understanding. I am not a lawyer; you should ask
your lawyer if you're actually distributing OOo under any conditions.
That said, the business value of doing this is even more questionable:
It certainly wouldn't give me a warm fuzzy feeling if my local vendor
was tacking on a $10 "service charge" for loading OOo when I can easily
do it myself in 5 minutes for free.
OTOH, the vendor doing for me for free might be clear "added value" that
could tip a sale toward his favor.
And if I didn't know the software was available for free, I would know
soon enough, and then what would be the likelihood of my going back to
that vendor?
