Judging from your description you're using OOo version 2.0.3. In that version the templatepaths were hidden because they where considered as critical paths. In version 2.0.4 the are restored again.
If you want to change this in your current version, then you need to manually edit the common.xcu that you can find in your installation folder for OOo. I can't remember what exactly you need to edit or add. Or you can place the templatefiles in the installation folder /share/template that way they're also visible for all users.
