May be you update from previous version you install from CD on windows
and ooo can't uninstall it without install files? Than you need that CD
with previous version or at least .msi file of that version.

You don't say which Operating System you are using - Windows, MAC, Linux - or
which version.
Which file is being asked for?
Have you got the Java Runtime Engine installed as per the comment near the bottom of the
green "Download" box? Could it be a Java CD that is being requested?
In any case, you should *not* need a CD if you downloaded the correct version
for your Operating System.
