The reason for using Draw instead of Writer is very simple and practical. It is easier to do layout in Draw because clicking on the page layer doesn't whisk your view off to some distant corner of the page. I use a lot of text boxes, lines, graphics, photos etc. in my layout. In Writer, which was where we started doing this, we would click on the page level to essentially unselect a text box. Rather than stay in the same view, we were suddenly transported to the cursor possition on the page usually at the top left corner. Very tedious to work with that.
So as I said I'll just shift over to Scribus. It's much more complex and not as simple to use, but it is a Desktop Publishing tool and functions as such. I hope things can get fixed in Draw because at some point I hope to shift this project to a less experienced individual who would probably find OOo a much easier learning experience. I think it's safe to say that tabbed text in text boxes is not well supported and not a high priority for developer effort.
