I've just downloaded the file

It's a text document which OpenOffice opens in Writer. How did you get
the spreadsheet to which you are referring and what is its name?
If the icons on the toolbar are disabled, it's possible that the sheet
or document is protected, although protecting a spreadsheet does not
seem to have that effect on my system. You could check Tools >Protect
Document >>. At this moment I cannot think of any reason why the icons
should be disabled (except for some problem in your "user" directory or
otherwise in the user account you are using).
Can you manipulate the toolbar? For example, change its location,
anchor it, minimise or close it using the mouse?
Are any other toolbars or menu commands disabled unexpectedly?
