Actually this is what I would expect. Since you can move frames around on the page, how do you expect to keep footnote references in order. I also would not expect to be able to footnote a graphic image.. Also where would you expect the footnotes to be footnoted to the frame or footnoted to the page?, and where should the footnote be located.. If I was in a text frame I would expect the footnote to appear at the bottom of the text frame not the bottom of the page.. What are your expectations on where it should be? I also wonder for the reason for text frames other than heading in a letter.. should you perhaps be using sections? Help me understand the application I may be able to offer a suggestion..
