It has been my experience that PDF documents (outside of Adobe software) can
not be edited ("filled in") unless the author allowed this at the time the
document was created. Now a lot of the IRS documents are available for both
fill in and saving.

However, there are ways one can both edit, fill in, and save PDF documents
even though the author did not allow it by using other software such as the
annotation capability in scanner software. This is what I use.

Why will they first print it out? Doesn't make any sense to me. I always
fill it in first, then I print it out. I use Adobe Reader 5 (because I'm on
Windows 98). Only if I have to write my signature by hand, I do it after
printing.

What are the advantages by filling it in with hand writing? Do people hate
keyboards?
If the PDF is not editable with Adobe Reader, THEN I understand, but almost
all PDF's I've seen can be edited (filled in) before printing, even with
Adobe Reader 5 (however I can't save my work, unless I use a virtual my
printer which can save as PDF, jpeg, bmp etc etc).
