I couldn't find this anywhere. But while searching I found PDF2OO (PDF to OpenOffice) on sourceforge. PDF2OO converts the PDF to an image and places it in an Impress document. Then you can add whatever you want on top. However, it doesn't really create an "editable" document in the sense that you can change anything in the original. So far the only thing I've found that works is copying and pasting.
