It appears that this is a legal issue and not a technical one. Time to drag in the lawyers and find out what the OpenOffice.org community can and cannot do. One issue is building in the ability to 'respect' the permissions of the original PDF file. If a PDF is marked read-only (and I deal with these on a daily basis) then that PDF file should NOT be opened for edit under ANY circumstances. This also includes files that are forms and the only edits allowed are those to input information into the form.
