Diacritic marks are a part of the glyph. OOo does not have styles for parts of a glyph.

Perhaps the OP wants to use it in a teaching situation. You could conceivable want to highlight diacritics while teaching their use.

Outside that type of situation, highlighting them would only distract the eye while reading.
