The arrow keys have nothing to do with any scale or grid settings.
AFAIK, they move by a fixed #pixels and so move a distance that varies
with the inverse of the viewing zoom.
I believe you will find Draw unsuitable for any but the very simplest
kind of scale drawing. It's not a CAD tool.
