You need a different page style for the first page to that of subsequent pages.

If, say, your document is currently using only the Default page style you'll see the name "Default" in the Status bar's current page style field at the bottom of your Writer window. If you click in the first page and then right-click on the current page style field in the Status bar, you'll get a menu of page styles. Select "First Page" from the list. This will change the style of the first page to that style.

[This explanation is a bit misleading, since what really happens in this case is the page style of the most recent "manual page break with page style", or the document's first page if there isn't one, will be changed to use the selected page style.]

Now you can turn on headers in the first page (Format -> Page -> Header(tab)) then add content to the header frame and it will not be repeated on subsequent pages.

[Note that the First Page style's "Next Page" page style setting is the "Default" page style, so the first page will have the First Page style and the page after will automatically revert to the Default page style again.]
