I suspect the Quickstarter serves the purpose you're asking about. It provides the capabilities to launch the individual apps (writer, calc, impress, etc.) or to use a document manager. The icon appears on the taskbar in MSWindows when the Quickstarter is running. Right click on the icon to display the selection list.

I agree that the Quickstarter serves this purpose, but some people might find it more convenient to have OpenOffice on the shortcut bar. I'm interpreting this to be the area near the left side of the bottom row of the screen (on Windows XP), where in my case I have icons for Mozilla, Thunderbird, etc., and can quickly launch them by single clicking.

If you want an icon for OpenOffice Writer on the shortcut bar, first create an icon on your desktop. Go to the Start menu, select OpenOffice, point to the application you want (say, Writer), right click on it, and select "Send to" and then click on "Desktop (create shortcut)".

Then go to the desktop, and drag the OpenOffice icon that you just created to the shortcut bar.
