When I select file the only thing in the drop down menu is use start
up screen, which i am unable to select, there is nothing else in the
file menu....I have tried downloading again but it still does not
show anything..

You are doing almost nothing wrong. Once OpenOffice.org is open,
use File > New to access the other components. There should also be a
"New" icon just below "File". It has a little down arrow on its
right. Click the arrow, and you will get the same menu of
applications.
