When you say ".... won't print with the rest ..." what exactly do you
mean? Does it not print at all? Does it print on the next page? What
exactly?
Does the page look OK under Print Preview and then wrong when it
actually prints? Or is it wrong under Print Preview as well?
Many printers have physical limitations on how close they can print to
the top/bottom of the page. You may need to adjust the top/bottom
margins within page setup in OpenOffice (Format>Page).
How are you putting the border line into OpenOffice? Is it a footer or
what? If it's just text then set a style for it that has "widow control"
(see Help>Text Effects>At Breaks).
