OpenOffice.org has a word processor (Write) which will create web pages
(HTML). While these pages can be viewed by most browsers, the html
source code for the pages are not completely compliant with the W3C
(world wide web consortium) standards for web pages.
At www.mozilla.org, you can download a compete browser/email client
called Seamonkey. It has a Composer application which will create web
pages that are usually compliant. Furthermore, it is easy to switch
between the html code and what the page looks like.
If you are going to create web pages, you might want to go to
www.w3c.org for information. There are many resources available to you
at that site. One download could be very useful: css2.pdf. To find it,
go to the W3C web site and enter the file name in the Google Search box
on the home page.

Dan's recommendations are excellent, however if you want or need to edit
the html with a text editor, then I recommend Notepad++
http://notepad-plus.sourceforge.net/uk/site.htm . It is an open source
replacement for notepad with a lot of features for programmers. The prime
one in my opinion is "syntax highlighting" and formatting. Additionally
using Mozilla Firefox with the "Web Developer" and "Html Validator"
extensions makes "getting it right" a lot easier.
