Help under "start parameters". I cannot see anything but you may.
Minimised is there.
You could possibly tinker with the system files if you dare.

If you right click on the OOo icon that you used to open the program,
assuming that you are using Windows, a menu will pop-up. Click on
Properties then select the "Shortcut" tab. Under the "Run" option you
will be able to select "normal window", "minimised" or maximised". The
program should then open in the tpye of window you want.
