It depends upon the operating system that he uses, and then the screen
reading software, and/or magnification software that he uses.

OOo does include the ability magnify the document that is being edited.
 As best as I can determine, tool bars can not be magnified.

One other potential issue is that the default for tool bars is for them
to be floating. [I haven't figured out how to suppress all tool bars,
but most of them can be made sticky, by using mouse clicks in the
appropriate areas. Areas that a blind person will not be able to find,
much less click on, using a mouse.]

The ">Options >Accessibility" displays most of the options that enhance
the a11y of OOo.
