Registration serves no purpose, other than to provide the OOo community with some rough indication of how many have installed the software and will not resolve your issue. The problem you are experiencing originates from your OS (Operating System - eg. Linux, OSX, Windows, etc.), not from OOo. To answer your question we need more information about the OS you are using and where on your system you are trying to access the file(s).
