Thank, I have my Microsoft XP "Digit Substitution" setting set to "Context".
This makes Word behave correctly, but not OO. Under Complex Text Layout in
Language Settings in OO I have tried to set it to "System", which gives me
Hindi numerals, even in English context. The other two options are Hindi and
Arabic. I don't know what I can do to make numerals change with context
beyond this.

That's an OS setting, not OOo. There are several variations of Arabic
(divided by country) and some use Arabic numerals. I'm pretty sure
that the Saudi Arabic uses Hindi numerals because I've seen someone
typing in it and it was coming up with Hindi numerals. That was on a
Slackware laptop.
