Arabic is not a locale, it is a language. The locale would be Jordan,
Saudia Arabia, Lebanon, Algers, etc. The locale information includes
information regarding language, currency, measuring units, and others.
When you are choosing Arabic in WIndows, you are choosing the
language. But you must also specify a locale.

Additionally, it appears (from what you post) that the specific
program Word lets one override his locale settings and use either
numerical system. But not all programs do that. In fact, Word probably
does that as a work around for users who are unwilling to properly
configure their computers with the proper locale: we see a lot of that
kind of attitude in MS products.

Set the locale for your country properly. If your personal preference
is different than that of your locale, then you could either choose a
locale that more closely matches your preferences, or override some of
the default settings for that locale.

I assume that it is not only in the OOo document that you are writing
that you would prefer Hindi numerals in Arabic and Arabic numerals in
English. That would be your persolan preference for ALL your documents
and files. Set it properly, once in the OS, and it will appear
properly in ALL your programs. Did you know that I can set dates to
the Hebrew calander as a preference in locale, and any program that
displays a date will have it translated to our lunar calendar?  That's
the power, and the purpose, of locale.
