This trips me up all the time as well, and would be a big win if this
enhancement were implemented, IMO. I simply cannot imagine a case where
someone wants the formatting or style of an empty paragraph to take
precedence. However the "Target milestone" for this issue is "OOo Later"
so don't hold your breath.
