I would say: Yes, impossible. Hopefully someone will prove me wrong.
Writer does have conditional styles, but they are limited and work in
the other direction: specifying a certain style when the pp appears in a
specific context, such as a heading. Maybe someone can tell me what
they're used for; I surely don't know.
You could put your content in a Writer table and use formulas, but
there's no way to tie those expressions to the text style.
Conditional paragraphs might work, but I don't know of any conditional
expression that can access the document structure as you describe.
However, you could solve your problem if you moved your content to a
spreadsheet. Conditional formatting in a spreadsheet can use any
formula. Since what you have looks like a big table anyway, you might
find it easier to work with also.
You could just format the spreadsheet as your final paper, or you could
move the data over to Writer and do the final formatting there.
