If I use Format->cells in a table that has formatting for blocks of

Note that the same does not occur when using the toolbar buttons (at
least, it hasn't happened yet).

That may well be a bug. I don't want to test it.
When I stopped using Format >Cells and converted all my formatting to
styles, I discovered that bottom borders in rows had somehow also become top
borders in the rows below. So, I am not surprised that you are getting
strange results.
You may fare better using styles rather than hard formatting.
Thanks. I will someday try that but I've found the whole styles
approach a bit difficult to wrap my cluttered brain around. Old habits
die hard, I guess.
