The answer to your question is "Yes".
What I don't know, is whether you want to be able to change the language
of the User Interface, or create documents in two or more languages, or
both change the language of the UI, and create multi-lingual documents.
Language packs are for changing the language of the user Interface.
To get dictionaries in the appropriate languages, go to "Files >Wizards
>Install New dictionaries".
