Sorry if I misunderstood the problem.
Did you (or your associate) do File-Templates-Organize" and set your
newly saved template as "Default"?

I did this when I first started using OOo about 3 years ago and upgraded
it from 1.0 type (stw) to ott and it still keeps my language/fonts etc.
after I don't know how many new installations on Windows and various
Linux distributions.
