Have you seen the reply by Mathias Bauer?  You would have to know how to
write into such a file - the correct language to use.  Providing for
shortcuts is probably too hard for OpenOffice programmers.

Evidently the Add-ons menu item is not entirely the same as the Recent Files
menu item because it is possible to remove the latter from the menu using
Tools >Customise.  I imagine it would require serious programming to remove
the Add-ons item, if it is even possible without recompiling the software
itself.

Can't you simply ignore it?  It's just mind over matter: if you don't mind,
it doesn't matter.
