The file is a proper xls and opens just fine (2.1 linux) for me in calc.
Your problem is your OS file associations.

OK, my Gnome associations don't seem to do that for me so I added a
specific scalc association. Now at least I can right click and have
that one at the top of the list. Still if I double click it Gnome
tells me the file type is Excel but the file is text and won't open it
directly. Not too big a deal.

Change the association to scalc. Currently your associations are set for
soffice. soffice *always* opens writer as the default.

OK, so that worked also. I just thought under Windows that OO would be
a bit smarter about it's known associations by file type but I guess
not. Not a problem. I changed what Windows believe the association is
and now new files seem to open correctly.
