No, it's still use by many people, particularly those who need a very
reliable system.  It's multitasking is excellent and the "Workplace
Shell" desktop has many powerful features that I have never seen
elsewhere.  Incidentally, the reason it didn't do very well in the
marketplace is largely due to illegal activities, such as extortion, by
Microsoft against computer vendors and others, who wanted to support
OS/2.  In 1992, OS/2 version 2.0 was release.  At that time Windows was
at version 3.1.  There was absolutely no comparison between the two. 
However, MS forced computer manufacturers to pay for a Windows license
on every computer they sold, regardless of whether it included Windows. 
Later, they'd refuse to sell Windows at competitive prices to anyone who
sold computers with other than Windows.  They'd also do things such as
create phony error reports when a competitors software is used, such as
occurred with DR-DOS or use hidden API for their apps, while competitors
had to used the less efficient published API, as Borland discovered. 
The list goes on and despite losing several lawsuits for such practices,
they continue doing so today.
